Presenter: Robert J. O'Leary

Robert O'Leary, C.F.C.E., is the President of Electronic Crime Prevention and Investigations and the Director of the NIJ Electronic Crime Technology Center of Excellence a project established to support and enhance the capacity of State and Local Law Enforcement to prevent, investigate and prosecute Electronic Crime.  

Prior to his current position, he was the Director of the NIJ Electronic Crime Partnership Initiative. Retired from the New Jersey State Police, High Technology Crimes & Investigations Support Unit in October 2002, he was one of two Detectives assigned to establish that Unit in 1996. He earned that assignment as a result of his expertise in conducting and supervising investigations involving both wireless and landline telecommunications. In 1997, he received the Cellular Telephone and Internet Association (CTIA) Law Enforcement Excellence Award.

His experience includes conducting, coordinating and supervising criminal investigations involving telecommunications fraud, computer related offenses and crimes committed via the Internet including the identification and arrest of child pornographers, individuals involved in unauthorized access to computers and the identification and arrest of the creator of the Melissa macro virus. He has developed and conducted training for law enforcement personnel and prosecutors on High Technology Crime enforcement and assisted in the development of prosecution strategies.

Robert supervised the first New Jersey Statewide Computer Crimes Task Force Comprised of law enforcement officers from State, Federal, County, and Municipal agencies responsible for investigating computer crimes throughout New Jersey. He interviewed, evaluated and supervised the administrative analysts who conducted forensic examinations on computers seized as evidence. He consults with the New Jersey State Police and Chester County Pennsylvania on Computer Crime issues.

He is a member of the High Technology Crimes Investigator’s Association (HTCIA), and the International Association of Computer Investigative Specialists (IACIS). He has served on the Board of Directors of the National White Collar Crime Center (NW3C), on the Regional Advisory Committee of the National Law Enforcement & Corrections Technology Center (NLE&CTC) an as an advisor to the United Nations, UNESCO, Innocence in Danger project, and on the New Jersey Disaster Preparedness and Planning Coordinating Group, Cyberterrorism Committee. He holds a Bachelor of Science Degree in Business Administration from Bloomsburg University.
